As the Dean of Urban Affairs at the City
University of New York, he was responsible for developing
research and technical assistance partnerships with
all facets of New York City, New York State and federal
government agencies and non-governmental organizations
(NGO). In 1994, he was named as the Founding Dean of
the City University of New York's first School of Public
Affairs, located at Baruch College. He served as University
Dean of Academic Affairs at City University of New York
(CUNY) from 1992 to 1994.
Dr. Berkman has authored, co-authored or co-edited
five books and numerous articles on municipal government,
public policy, economic development, community development,
crime and corrections policy. He was a designer and
participant of one of the largest evaluations ever undertaken
by the U.S. Department of Housing and Urban Development.
The evaluation sought to determine the effectiveness
of the Community Development Black Grant Program, which
was the largest grant program in US Department of Housing
and Urban Development.
In 1990, he was the Director of the Urban Summit, a
historic meeting of mayors of America's largest cities.
After the summit he co-edited a book of research articles
written by the most respected urban scholars in the
U.S. dealing with the issues discussed at the Summit
(copies enclosed). He has directed former New York City
Mayor David Dinkin's Workforce Commission and authored
a report and analysis of public/private partnerships
for the US Conference of Mayors.
At City University of New York, he directed a comprehensive
review and strategic plan for health programs at all
18 campuses and participated in the Governor's Health
Policy Task Force. In 2001, he was appointed to Chair
Governor Jeb Bush's Health Care Summit. This meeting
brought together the public and private health care
communities to develop a master plan to meet the challenges
facing the state.
He has served as Chair of the Dean's Council for the
National Association of Schools of Public Affairs and
Administration as well as various committees of the
Association of Public Policy and Management and has
an impressive history of service awards and fellowships
as well as foundation grants. He recently served as
Co-Chair of Miami-Dade Empowerment Zone Planning Committee,
overseeing the preparation of a successful application
for designation as a Federal Empowerment Zone. As a
commentator on Urban and Public Affairs, he has frequently
appeared on CNN, and other major television and radio
networks.
