8.50  INSTRUCTION AND RESEARCH DATA FILE

PURPOSE
To establish a standard practice for preparing and presenting academic activity data on the Instruction and Research Activity File through the on-line computer system for the Educational and General, and Contracts and Grant budget entities within the State University System.

POLICY
Each full-time equivalent teaching faculty member who is paid wholly from state funds shall teach a minimum of 12 classroom contact hours per week. However, any faculty member who has been assigned by his/her departmental chairperson or other appropriate university administrator duties and responsibilities for the mission of the university must have a minimum of 12 contact hours per week as a combination of instruction and non-instruction assignments.

Full-time equivalent faculty member includes: professor, associate professor, assistant professor, instructor, adjunct, lecturer and graduate assistant.

PROCEDURE
A separate file for each person reported must be maintained either in the Dean's Office or in the Departmental Chairperson's Office. Each Dean must determine where the file will be kept for his/her College.

The file must be updated at the end of each academic term to include the individual's actual activities for that term. The deadline to complete the file is one month after the end of each academic term.

The file must contain at least the following:

a. a copy of the prior year employment contracts.
b. the signed Instruction and Research Activity Final Form.
c. information from the previous year on academic activities as recorded in the Instruction
and Research Activity Final File.
d. a copy of the current year employment contract.
e. documentation to support all instructional and non-instructional activities for each
semester.

On-line IRDF system
By the end of the third (3) week of each term, all the correct course and instructor information must be entered through the on-line computer system.

This is to include:
a. the instructor of record for each course,
b. the committee members in thesis and dissertation courses,
c. course assistants (course graders, lab assistants, etc.).
d. cross-listing the courses as appropriate.
e. cancellation of course(s) not offered for that term.

During the fifth (5) week of the term, the Office of Planning and Institutional Research will distribute the Instruction and Research Activity Forms to the appropriate Dean's Office. The deadline to input the Instruction and Research Activity information through the on-line computer system is one month after the end of each term.

After all the data have been entered into the on-line system for each term ( the fifth (5) week after the end of the term), the Office of Planning and Institutional Research will send the Instruction and Research Activity Final Form and a report listing the name, social security number, total number of instructional and non-instructional activities to the appropriate Dean's Office. The Instructional and Research Activity Final Form must be signed by the individual faculty member and the chairperson/director and maintained in the individual's personnel file. The Instruction and Research Activity Final Form for adjuncts, lecturers and graduate assistants must be signed by the individual and/or the chairperson/director and maintained in the individual's personnel file. The report must be signed by the chairperson/associate dean (indicating the Final Form has been signed by the appropriate person and kept in the file) and returned to the Office of Planning and Institutional Research within two (2) weeks after receiving it. Once the Instruction and Research Activity Final Form has been produced no changes can be made to the file (this is the information that will be submitted to the BOG).

Documentation for Instructional Activities

Classroom Instruction - a signed copy of the end of term graderoll should be maintained in the Registrar's Office.

Thesis/Dissertation Supervision - for the committee chairperson, a signed copy of the end of term graderoll should be maintained in the Registrar's Office, and a copy of the "Thesis/Dissertation Committee Appointments Form," to be maintained in the person's file. For the committee members, the name of the student, a copy of the "Thesis/Dissertation Committee Appointments Form" and a list of when the committee met with the student must be maintained in the person's file.

Directed Individual Studies, Supervision of Student Interns, and Supervised Teaching/Research,a signed copy of the end of term graderoll should be maintained in the Registrar's Office.

Instructional Effort - Graduate Laboratory Assistants/Course Graders - a list of the assigned duties for this person, the course this person assisted in and who this person was assigned to work with.

Documentation for Non-instructional Activities (all definitions in quotations are directly from the Chancellor's Memorandum)

Second Site Travel - list of the course section and location. Definition - "Contact Hour Equivalencies in addition to Contact Hours may be assigned for travel to a secondary instructional site which requires a round-trip travel time of at least two (2) hours per course meeting."

Research - assignments for the individual faculty member shall be stated in general terms. At the end of each term, a record shall show specific activities toward fulfilling the assignment for research. Examples of research work include but are not limited to the following: list of what was published, a copy of the title page, a letter from the publisher or a copy of the table of contents, must be maintained in the person's file. Definition - "Research and development ordinarily managed within academic departments. Such activities usually have stated goals or purposes and projected outcomes, and may be created for specific periods as a result of a contract, grant or specific allocation of institutional or system resources. A component of Research and Development is the eventual dissemination of research results. Research assignments for the individual faculty member shall be stated in general terms. At the end of each term, a record shall show specific activities toward fulfilling the assignment for research."

Other Instructional Effort - a list and description of the instruction-related activities. Definition - "Performance of instruction-related activities which are not reported on the Instructional Activity File. This may include the development of new approaches, improvement/revisions of materials for credit courses, participation in the planning, development and/or evaluation of total curricula, program services, preparing planning programs and for summer FTE reconciliation of the 12-Hour Law/applicable BOT-UFF contract or policies. A maximum of one (1) contact hour equivalency may be assigned per three and one-half (3.5) clock hours of activity."

Public Service - list and explain specific activities toward fulfilling this assignment. Definition - "extends the professional and/or discipline-related services of individual's to the community, the state, or the nation. This includes service in professional organizations and academic or professional student organizations. The primary intent is to provide professional and/or discipline-related services, other than instruction, that are beneficial to groups and individuals."

Agric Extension - this does not apply to FIU.

Academic Advising - include such indicators as the number of students formally advised by the individual, hours specifically designated for advising purposes, and other appropriate indicators of advising activity. Definition - "Formal counseling with students on academic course or program selection, scheduling, and career counseling."

Academic Administration - list of the administrative duties assigned to the individual. Definition - "Supervisory, management, or staff activities related to the administration of a department, college, university or the SUS. This activity provides administrative support and management direction to the instructional, research and public service programs. Assignments customarily and regularly require the incumbent to exercise discretion and independent judgment and to direct the work of others. Includes service on interinstitutional SUS committees. Effort in this activity shall show the administrative duties that were assigned to the individual."

University Governance - list the activities performed. Definition - "Activities that provide advisory support to the general governance of the unit or the institution. Includes participation in the general governance of the department or institution in accordance with the constitution of the institution, limited to participation in the legislative processes of the unit or institution and service on committees associated with these legislative processes. Includes special assignments such as consultation service to university offices and units.

Leave of Absence - copy of memorandum approving the leave. Definition - "An authorized, compensated leave of absence granted to an employee by the university. Includes sabbaticals, professional development leave and disability leave."

UFF Release Time - See applicable BOT-UFF contract or policies.
